Phase IV (Starting May 2021)
This Phase adds 2 roundabouts at Interstate 81, One at Arden Nollville Rd, and One at the Intersection of Pilgrim St & Gerrardstown Rd.
there will be significant changes to traffic patterns through the Inwood Bypass project. This will facilitate the next phase of construction on the Roundabout at US11/WV51 and widening Middleway Pike. I've added details for the new Detour Plan, as well as detailed traffic plans at each Roundabout (local landmarks added for reference). Please note the following major changes:
- US11 Northbound will be closed at the new entrance to United Bank. You will no longer be able to make a Left toward I-81. Follow the detour signs to I-81 & US11 or utilize the new Bypass when traveling Westbound.
- The new Bypass will be open to WV51 Westbound traffic.

Phase III
The West Virginia Division of Highways announces that through traffic on Winchester Avenue (U.S. Route 11) at the intersection with Gerrardstown Road (W.Va. 51 West) will be detoured onto Sader Drive for northbound traffic, and through southbound traffic will be directed onto Pilgrim Street (Berkeley CR 51/4) and True Apple Way (CR 11/22) beginning on Wednesday evening, May 30. Eastbound traffic on WV 51 wishing to turn left onto US 11 north will be detoured onto Sader Drive as well. Detour routes will be signed and access to businesses will continue to be maintained at all times. The roadway closure is necessary for construction of a major portion of the new roundabout and will be in place for about three months. Large trucks should use alternate routes, and exact schedule is weather dependent. (Updated on May 28th, 2018)

Phase 2
- Phase 2 will expand W.Va. 51 to four lanes between the southbound Interstate 81 on and off ramps at the Gerrardstown Road interchange, or Exit 5, and the Winchester and Western Railroad crossing.Already added to the TIP is expanding W.Va. 51 between the railroad crossing and U.S. 11, where it will tie into the bypass that is currently under construction.
- A new, four-lane roadway is being built between the northern W.Va. 51 and U.S. 11 intersection that will bend around the east side of the commercial heart of Inwood and come out at W.Va. 51 near Surveyor Drive, bypassing the southern W.Va. 51 and U.S. 11 intersection.
- Traffic circles are planned for the W.Va. 51 and U.S. 11 intersection and the intersection where the bypass will rejoin W.Va. 51. At least one traffic circle is planned for midway of the bypass to accommodate potential commercial development.
- Construction should begin next year.
- This is the second project in Berkeley County for which the Roads to Prosperity bonds have been obligated. Within weeks of passage, expanding I-81 to six lanes between Apple Harvest Drive and Tabler Station Road was added to the TIP.
